Intune Policy - Administrative Template

I would like to create an Administrative Template Policy in Intune. This should block the Office Macros. According to Intune, the policy seems to be active and the device has received it. Unfortunately, it is not set/not active on the client.

What could be the reason that the policy is not set?

User licence: Microsoft 365 E3
OS Version: W10/11 Enterprise (latest versions)

    Are you configuring device policy or user? Also, have you checked mdmdiagnostics report to check whether the policies are applying or not?
