Having mentioned that, it looks like your subscription includes a resource policy that prevents an action you're trying to perform during deployment. Find the policy that blocks the action. If possible, change your deployment to meet the limitations from the policy.
If you’re not an admin/co-admin on the subscription. Typically, for security or compliance, your subscription administrators might assign policies that limit how resources are deployed. For example, your subscription might have a policy that prevents creating Public IP addresses etc. The error message in the Symptoms section shows the name of the policy. To resolve this problem, review the resource policies, and determine how to deploy resources that comply with those policies.
