What's the last version of Process Monitor that works on Windows 7? With version 3.89, I get an error upon launching ("Unable to load Process Monitor device driver.")

I understand the current version works / is tested on Windows 8.1 and higher. Some utilities with the new updated interface still work also on Windows 7.

In general it would be very helpful to provide an archive section with latest available versions of Sysinternals utilities for various operating systems, including Windows 7, Windows XP, or even back to Windows 98.

I do have my own small archive of some Sysinternals utilities, but I find it strange that this information is "hidden" from the public and older versions are inaccessible. These utilities are/were very useful also on older systems.

You can find older versions in archives

For example, for this 3.33 version : ProcessMonitor.zip
    it says :
    Runs on:
    Client: Windows Vista and higher.
Server: Windows Server 2008 and higher.
