The email message cannot be sent. Make sure the outgoing email settings for the server are configured properly

We have a SharePoint on-premises 2013. and we are facing these 2 issues regarding that sharePoint is not sending emails from workflows and from alerts:-

1) First issue, is that inside SharePoint 2013 workflow or Nintex workflow, we will get this error when trying to send email:-

***The email message cannot be sent. Make sure the outgoing email settings for the server are configured properly***  

2) Second issue, when end users try to create an alert >> the email field inside the alert popup's Delivery method will be different from what we defined inside the Outgoing email setting for the web application:-

and when we create the alert we will not get any welcoming email nor and alerts when we add/edit/delete items from the related list.

So any advice what could be causing those 2 issues?

Last point to mention, is that if inside Power shell i tried to send an email using SMTP i will get this test email.

    Hi @john john ,

    have you configured the Outgoing E-mail settings at farm level ?
    Are you using a different "From address" in the web application and at farm settings or the same one ?

    If you can successfully reach and sent email via telnet there must be a misconfiguration somewhere at SharePoint level
