Questions about Standard servers in a paired deployment

I have a few questions though about how the high availability works and how to plan for DNS

1) If we have Server1 in Datacenter A and Server2 in Datacenter B. If all users are hosted on Server 1 and that one failes, the failover is not automatically set into motion. Administrators have to run powershell cmdlets to failover the "pool" of users? Since Server1 is down, I guess the powershell cmdlets have to be executed on the "slave" server? Server2?

2) How to plan for DNS? FQDN of each servers, do we have to have two records of each - pointing to both standard edition servers?

    Question 1. Since Server1 is down, I guess the PowerShell cmdlets have to be executed on the "slave" server? Server2?

    As I know, both servers are okay. For reference, this article gives a detailed guide for Skype for Business pool failover & failback.

    Question 2. How to plan for DNS? FQDN of each server, do we have to have two records of each - pointing to both standard edition servers?
