Provisioning Package Error -1072897501 (0xC00CE223)

Hello,

I am working on a provisioning package that will lock down the user and create a multi-app kiosk environment for the user to interact with. Whether or not I install the ppkg that I created directly from File Explorer over the OneDrive folder I have set up or I install it with the Install-ProvisioningPackage command in PowerShell, I keep getting similar errors, all of which relate to locking down the user. I've gotten the portion where the Admin and User profiles are created working just fine, but it fails on the lockdown portion and I've not been able to find any solutions for this online. I have attached the PowerShell screen capture with the results as well as the code that I am using for the XML build.
