What is the wait time and best time to try to get one available? There don't seem to be any no matter what. Ubuntu Server 20.04

This is a known issue and Microsoft is aware of this and is continuously working to drive these capacity issues to a resolution. I understand you are seeing the VM sizes as unavailable in multiple regions, that is mostly because there is an extremely high demand for VMs in a lot of regions, which is creating capacity constraints.

Have you tried to check for availability of the required B1s VM sizes in all the regions (specifically the below) and still no luck?
Canada Central
US East 2
US North Central
US West 3
US West

You'll need to create a support request with an Issue Type of Service and subscription Limit (quotas) and Quota type of Compute-VM (core-vCPUs) subscription limit increases: region-access-request-process.

What is Microsoft doing to avoid capacity issues in the future?
Ensuring capacity for our customers is a top priority for Microsoft and we are working around the clock to deliver on this. The increasing demand for Azure services is evidence of the popularity of Azure, and emphasizes the need to scale up our infrastructure even more rapidly. With that in mind, we are expediting expansion and are improving our resource deployment process to respond to this strong customer demand. We have identified several improvements on how we load-balance under a high resource usage situation, and how to trigger the timely deployment of needed resources. Furthermore, we are increasing our capacity significantly – and will continue to plan for strong customer demand across all of our regions.
