Problems installing TFS 2013 Update 5 Object Model

This object model supports a tool that we use in the office but have not yet transitioned from. We can find the installer online easily enough but even the one that claims to be "Stand Alone" reaches out somewhere online to pull down files that do not appear to exist anymore. Subsequently the install fails.

This is the last we tried to use: https://marketplace.visualstudio.com/items?itemName=VSCSReleases.TeamFoundationServer2013Update5ObjectModelInstalle

Is there a true offline installer for this?
