I understand that you are have the same domain for both your personal and work accounts, and that you have access to some resources on one and other resources on the other. As you may have noticed from searching, this is a fairly common issue since Azure AD allows you to use either a work account or personal Microsoft account. There is a good description of the differences here , as well as instructions here for what to do if you have two separate accounts with the same email (which sounds like the scenario you described).
There isn't a way to merge the two accounts, but you can use the accounts concurrently and rename the personal account if you wish to avoid some of the confusion. A work account is generally recommended if you already have access to Azure AD, but it's best to use whichever account is associated with your Azure subscription (if you have a subscription).
To view the accounts separately, you can open an incognito window in the browser and try to log in to the Azure Portal with each one. For example, your work one may be company.onmicrosoft.com and your personal one may be yourname.onmicrosoft.com. Then you may be able to get a better view of the resource associations and see if your personal account has access to the same tenants as the work one.
What is your goal for collaborating on the app? If you want to publish the app to Azure and grant access to other user for collaboration, you can add the user to your Azure AD tenant where you are publishing the app and grant the necessary permissions.
