You cannot do an in-place upgrade from Standard or Enterprise Edition to Developer edition. This considered an edition "downgrade".

    Hi @Chitra Saha

SQL Server standard edition need license, just money, but developer edition is a free product, you can install it directly.
If you no longer want to use the standard edition, you can backup your database(or you can use any other ways you want to ), detach .mdf files from the standard edition and attach them to the developer edition

For more questions about license, you can consult professionals in this area
For detailed information about the license issue, please call 1-800-426-9400, Monday through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to a Microsoft licensing specialist.
