Windows Insider Preview BETA 22621.160, File Explorer tab and navigation updates did not take effect

Question

After installing Windows Insider Preview BETA 22621.160 on my workstation, Explorer did not get updated.
Is this because the new UI for this type of explorer is not applied to the system in the server series version?

In Microsoft Community, I tried the solution provided by the support staff (restore Explorer's view defaults) but this solution did not solve the problem.

On my workstation, no third-party theme optimization software is installed, and no internal system data has been changed.
I installed version 22621.160 of Windows 11 on June 18, 2020, but nothing has changed in Explorer since that day.
So it can be roughly ruled out that Explorer lost its latest UI due to some problem after the update was completed.
