If you want to add a set of holidays to each user's calendar, the best approach it to use an EWS- or Graph-based solution. Add some countrie's holidays to all user's outlook with gpo!!

I have a strong question which I have searched so many for a suitable solution, but I didn't succeed to find a correct answer.
We have many offices in other countries.
I need to add some country holidays to all user's outlooks. Regarding my concept, I would like to add these holidays, so that the current user's calendar will be affected and if I create a new user later, this holiday add automatically to this user.
I think the best solution is that I do this with GPOs to do it automatically for the next users. But I can't find a solution to this question.
Is any other suggestion for creating this GPO or other solution for this project?
