Azure Resource Tags staying around after resource is deleted

Recently I have noticed that when deleting resources... tags that were assigned to those resources are sticking around.
Using Azure CLI to list tags (ie: az tag list) I can still see the tags from resources I have manually deleted. They still say they are attached to those resoruces as well. However those resources that the tag(s) believe they are attached to no longer exist either via Portal or Azure CLI.

I have attempted to delete the tag values but it will not allow it as it says they are still tied to resources. I have tried to delete these ghost resources by their ID but nothing happens. I realise this may be a cache thing but its been close to a month now that some of these tags still remain.
