This is a lockout scenario as you don't have a break-glass account (any other user account with MFA disabled) to sign in to Azure and disable MFA. In this case, the only option you have is to open a support ticket. They will then engage the Data Protection team, who will require some evidence that will prove your ownership of the Azure Account and unblock you.
As you can't access the Azure portal, you need to call the customer service number for your country/region or use a different tenant to open a support ticket via the Azure portal. If you can share the ID of the subscription associated with your tenant to the email address mentioned in the below comment, I will get one-time free support enabled for you.
Also, please go through Manage emergency access accounts in Azure AD to configure the break-glass account so that going forward, you don't lock yourself out.
