Please navigate to C:\ProgramData\Microsoft\VisualStudio\Packages folder and check if this Microsoft.ClickOnce.BootStrapper.Msi,version=17.3.32708.82 folder and this Microsoft.ClickOnce.BootStrapper.Msi.msi file exist. If the msi file exists, please double-click it and try to install it manually. If installing works, please then repair Visual Studio in VS Installer.
If manually installing this package doesn’t work, please try to use this troubleshooter tool to uninstall this package. After that reboot your machine and continue installing VS(or repairing VS).

Same error here updateing. Couldn´t install Microsoft.Net.ClickOnceBoostrapper. Visual Studio Professional 2022 17.3.4.
Tried to install Microsoft.Net.ClickOnceBootstrapper,version=4.8.9037.8 manually with no luck.
Tryaing to repair results in the same error.

Does the error message that included in your log file says the same as "Could not get value names for key Components\XXXXXXXXXXX"? If so, please press Windows Key + R > type regedit > Edit > click Find and type the related name into the search box > click Find Next. You may then be located to the mentioned key, please right-click it > Permissions > select SYSTEM > and assign Full Control to this account(Note: do not modify other Registry items. If you are not sure which option to click, please let me know. I recommend backing up your Registry before modifying it, just in case).
BTW, typically, return code 1603 indicates that the installation gets permission issues. See this document: Error 1603 when you try to install a Windows Installer package for more details.
