(Solved by myself, Check answer in the post) Administrator can not access settings , when update windows server from 2019 to 2022

Administrator account works well on windows server 2019

And I updated the server from 2019 to 2022, and reserved files and documents.

After the update, the administrator cannot do the following things

  1. Right-click This-PC and click the property. This app has been blocked by your system administrator
  2. Right click the network icon in the right-down corner, and open network and internet settings. This app has been blocked by your system administrator
  3. Right-click desktop and select personalization. This app has been blocked by your system administrator
  4. Open the control panel, but it appears and disappears after a few seconds.
  5. Click the Start menu no respond.

    Finally, I solved this problem.

    For those who are searching for the answer, I write it down here.

    The main reason for this is AppLocker of Local Security Policy.
