You can use a Group Policy if you have Windows Pro or Enterprise editions.
Press Windows+R keys on the keyboard, or Right-click Start on the Taskbar and choose Run.
Type gpedit.msc
Press Enter.
Please go to:
Computer Configuration > Administrative Templates > System > Recovery
and Set the desired option as Enabled/Disabled as per the GPO.
You can also change your account to standard, and password protect the admin as Resetting the PC requires Admin rights.
