Permanently disable Windows Recovery Environment

I want to prevent the Windows Recovery Environment from appearing when I plug in a flash drive with Windows installed and click Repair WindowsAnd then the windows recovery environment appears. I don't want it to appear
I tried typing the following commands in cmd, but it didn't work

bcdedit /set bootstatuspolicy ignoreallfailures

bcdedit /set recoveryenabled No

bcdedit /set {default} bootstatuspolicy ignoreallfailures

bcdedit /set {default} recoveryenabled No

This command also disables the Windows recovery environment

reagentc /disable

There is no method, setting or registry edit to block the recovery environment from running from a USB, since the reagent commands do not apply to a USB drive, only to the local recovery environment on the internal drive.
