The correct and legal approach would be to purchase a license for Windows from Microsoft. It is possible to download and install Windows without activating it. It will run but it won't be fully functional and it may randomly reboot from time to time even if you are in the middle of doing something. You'll also have a message on the screen at all times that Windows is unactivated. You will not be able to remove that notice.
