In this case, the problem is with your profile, since it worked fine with the local administrator.
We'll have to rebuild the Windows profile. Is that okay?
First, log in to the Administrator account > Start Menu > Settings > Accounts > Other Users > Add Account > I don't have information for this account > Add an account without Microsoft.
Create a local account > Enter a name > do not enter a password.
Access the new local user > Open Windows Explorer > C:\users<Your old user>\ > select the Desktop, Documents, Downloads, Pictures, Music, and Videos folders > If you had OneDrive configured in your old profile, copy the folder I selected inside the OneDrive folder of the old profile.
Regarding the dism in the photo, you selected it at the prompt. Click again to deselect it and pause the progress display. Click the black area to dismount.
After copying everything, restart your PC, access the local user account, and check if the shortcuts, documents, and downloads worked. If so, test to see if they're working.
Now, if you have a game like Minecraft, you'll need to copy the saves to AppData if it's Java.
After this procedure, you'll need to delete the old account: Start Menu > Settings > Accounts > Other Accounts > Select the old account > Delete Account.
Access the Microsoft Store and log in. Enter your Microsoft account to relink it.Give feedback if the information was useful or not.
