Creates a new dependency instance given a dependency, a set of editor supported platforms and player supported platforms.

Dependency	Get the actual dependency.
InEditorSupportedPlatforms	Get a list of supported editor build targets.
PlayerSupportedPlatforms	Get a list of supported player build targets.
