The constructor creates a ServiceDebugBehavior object with the following defaults:

The IncludeExceptionDetailInFaults property is false.
The HttpHelpPageEnabled property is true.
The HttpsHelpPageEnabled property is true.
The HttpHelpPageUrl property is the base address of the service that supports HTTP requests.
The HttpsHelpPageUrl is the base address of the service that supports HTTPS requests.
