If one of the verification methods offered is still accessible, you can reset your password and sign in right away.
If none of the options work, you will need to use Microsoft’s Account Recovery form: https://account.live.com/acsr. Use a device and internet connection you have signed in from before, and provide as many accurate details as possible, such as old passwords, subject lines from past emails you have sent or received, names of frequent contacts, and any linked services like Skype, OneDrive, or Xbox. This information will be compared to Microsoft’s records to confirm ownership.
If your request is denied, wait at least 24 hours before trying again to avoid a temporary block.
