Why Windows keep scrolling automatically?

Hello

A while ago my Windows started scrolling without pause. (Win10)

but only using Startmenu (Taskbar) and Settings, every other application isn't affected by it. For exampIe I can't use my searchbar because it keeps scrolling through my suggestions. Even shutting down the pc normally don't work, Alt+F4 does though. Navigating through Settings is kinda tricky but not impossible.

It stopped for a week after i upgraded to Win11, and started again from one day to the other.

It continues when i unplug my Mouse and Keyboard or use another.

I tried disabling "scroll inactive Windows" and some other suggested solutions but nothing helped me out.
