Azure OpenAI quota approved but not applied to subscription (429 persists)

Question

Our Azure OpenAI vetting has been approved.

We have submitted multiple quota increase requests (including via Azure AI Foundry).

However:

• The quota is not visible under Subscription → Usage + Quotas
• Microsoft.CognitiveServices does not appear
• We continue to receive 429 rate limit errors despite an active deployment

This appears to be a backend quota-to-subscription mapping issue.
