As far as I know, the cores of the Surface Pro 11 processor are based on ARM architecture.
The supported workloads are listed here: Supported workloads. As you can see, no Python development workload.
So, currently, Python is not supported in Visual Studio 2022 ARM version on any ARM machine.
Here’s a corresponding feedback ticket that you can refer to => Python support for Visual Studio on ARM64. You can follow that ticket for any latest information.
... teams are still working on getting the Python ecosystem bootstrapped properly on Windows ARM64 before work can be done for PTVS support.
