Windows update errors - Corrupt registry values preventing completion of update downloads

Hello,

I've been having issues trying to address Windows Updates not downloading to my Windows 10 machine. I am currently running version 1709 and OS build 16299.15 and would really like to get the proper updates. I have utilized the troubleshooter diagnostic and performed the guided walkthrough steps until completion available on the Microsoft support website without any successful result.

The troubleshooter diagnostic gives an error of a Windows Update Database corruption that is not fixed.

Next, I performed the steps given on the support website. The Windows Update troubleshooter was unable to fix any problems.

I downloaded the latest standalone update KB4090914 and attempted to install, but the update failed. I performed a manual search and download of the most recent KB and even was looking for the KB my machine was struggling to install and neither installation was completed.

I have run the DISM cleanup-image/restorehealth command but I receive this error:

An illegal character was encountered. For a multi-byte character set this includes a lead byte without a succeeding trail byte. For the Unicode character set this includes the characters 0xFFFF and 0xFFFE.

I have also completed sfc/scannow and can reperform and provide the CBS logs if they would be useful.

I have completed an inplace upgrade, a reset and the update error still persists. I attempted a clean install overnight and it was not successful. After some brief research I have concluded that I am maybe a little over my head and need some direction. I am fairly certain of the registry key error but have not the slightest idea of how to resolve it. Any guidance would be appreciated!
