Azure B2C: Phone number has bad reputation, blocking

Dear Azure-Community-Team,

Our customers encounter the same issue as the one provided in the following URLs

https://learn.microsoft.com/en-us/answers/questions/1300565/azure-b2c-unblock-phone-number-phone-number-has-ba and

https://learn.microsoft.com/en-us/answers/questions/1160845/azure-b2c-unblock-phone-number-phone-number-has-ba.

When they attempt to log in using their phone number, instead of receiving an SMS, they receive the following error:

"message":"Your Phone number has bad reputation, blocking."

}

 

The issue persists for multiple users from Azerbaijan using the Bakcell phone provider (+994). I have thoroughly tested using Chrome, Edge, and Firefox browsers.

The Authenticator app is not configured for our application.

 

Could you please help me resolve this?
