Complex Headding and Captions

I am trying to replicate headings and captions that are complex and beyond my skill level. The Headings are 1., 1.A, and 1.A.1. The Captions are Figure 2.A.1 and Figure 2.B.1. Whoever created this document wanted the chapter number to be part of each heading. And, then the figures and tables are label for each discrete section. I do not know how to set this up to automatically create TOC and List of Figures and List of Tables. I do not want to be relegated to manually creating these lists. I somehow forced the headings into being automatic and created a TOC, but I do not have confidence I can do its again, and there are three such reports to be prepared with this format.

    Is Figure 2.A.1 in the section of the document that has the heading number of 2.A.1, or is it the first figure in the section that has the heading number of 2.A.  Likewise with Figure 2.B.1

    If there is only one caption required under the section of the document with the heading numbers of the form 2.A or 2.B and any subsections thereof, and assuming that you have set up you numbering so that 1. is linked to the Heading 1 style, the 1.A is linked to the Heading 2 style and so on, you can get by with specifying that the Chapter starts with the Heading 2 style and setting a period as the separator.
