If the issue still persists, as you've mentioned that "From one person, he did not meet this situation.", we're afraid that issue could be related to the account or the background service which need to be checked from the backend. In this situation, we sincerely recommend you contact your Microsoft 365 administrator, navigate to Admin Center > SharePoint admin center > More features > User Profiles > Manage User profiles > Manage Site collections owners, remove you from Primary Site Collection Administrator, Site Collection Administrators, and add back to check the outcome.
If you cannot approach IT departments, please check if you can find other admin as per suggestions shared in How do I find my Microsoft 365 admin?

If the issue still persists, please contact M365 admin, follow steps in this article to create a support ticket with Online Support. The support team over there has higher permission than us, they can remotely help check the situation on your side, involve more resource to collect logs and help you do troubleshoot.
