Thank you for reaching out to Microsoft Q&A and informed us about the issue. From your report, I also see that you've perform a lot of different troubleshooting methods also, please try these methods next:
1. Create a new Local account:
- Open Windows settings > Accounts > Family & other users > Add account > click I don't have this person sign-in information > follow the prompt to create a new local account
- Open Edge and test Copilot with that new account
2. Use on another device:
- Try logging in to another device with your Microsoft account then test again
3. Use Copilot application:
- You can also consider download Copilot application from Microsoft Store instead of using the web version
