I was wondering if anyone would be able to provide some insight on why it seems the prompt to enable macro's on Excel behaves very inconsistently. Our CRM system gives files the 'Mark of the Web' so following the recent changes (https://techcommunity.microsoft.com/t5/microsoft-365-blog/helping-users-stay-safe-blocking-internet-macros-by-default-in/ba-p/3071805)) when we open one it will NOT give the option to enable Macro's and only prompt to disable them with a learn more bar displayed at the top of the screen. Looking at the post this is now the correct behaviour.
However, I've found whenever I have a locally saved Excel file already open with Macro's enabled. Opening a spreadsheet from the CRM will give you the option to enable the macro's, I'm unsure why having another copy of Excel open would affect the behaviour of this.

Does the Excel file downloaded from your CRM system?
I want to confirm whether you added the add your CRM system as a trusted site, by adding its IP address or URL to the list of trusted sites.
Besides, have you added the CRM system as a Trusted Location in Office apps?

The CRM system saves it to a temp location show it doesn't show a file path when going to the info section of the Excel document. Adding the server IP to trusted locations doesn't allow me to enable Macro's still due to this.

As you know, Office 2019 will not be able to run VBA macros in a file that comes from the internet. It is a new default behavior designed via Microsoft Developers.
If you can not add the specific server IP as a trusted site, and can not add the file location as a trusted location in Excel, under normal circumstances, there is no Enable option for macro in these files from CRM.
I suggest you try to modify the registry. (Serious problems might occur if you modify the registry incorrectly. Before you modify it, please remember to back up the registry for restoration in case problems occur.)
