I opened a case and received an answer - while the link is broken for now, it can be downloaded from https://azure.microsoft.com/en-ca/contact/azure-stack-dev-kit/thank-you/
Is the Azurestack HUB SDK still available?
I'm trying to download the Azurestack HUB SDK indicated from the documentation
https://learn.microsoft.com/en-us/azure-stack/asdk/asdk-download
But the download link there doesn't work. Does anyone know an alternate way to download?

2023-07-02T12:51:36.0733333+00:00 You can download the AzureStack HUB SDK from the GitHub repository AzureStack-Tools: https://github.com/Azure/AzureStack-Tools.
The SDK will be downloaded as a ZIP file. You can extract the ZIP file to a folder on your computer.
Once you have downloaded the SDK, you can install it by following the instructions in the README: https://github.com/Azure/AzureStack-Tools/blob/master/README.md file.
