The announcement from Apple you link to below appears to be an announcement that Xcode will now support 3rd party SDK’s to include a privacy manifest. This is not a requirement, and nothing in the existing privacy statement from Apple has changed. To answer the questions you listed below:

The Apple Privacy Manifest is a method to provide information about privacy collection policies. There haven’t been any changes to the principles of the manifest with the recent announcement.
Specific measures or initiatives undertaken by Azure Notification library to safeguard user privacy and data security, as per the guidelines of the manifest.
The announced initiative is to allow SDK owners the ability to provide a privacy manifest and signature for their SDK. This is not something the ANH SDK currently supports but is something we will consider for a future release.
Any recent updates or adjustments made to your privacy policies or practices in response to the Apple Privacy Manifest.
