We are trying to understand what kind of permissions or what type of users we need to extract the chats for all the users using microsoft graph.

you seem to be making this request using delegated permissions i.e as a logged in user. To list all the chats that the logged in user is part of, use the make a 'GET /me/chats' request as per the example given in this documentation.
