Cannot Create Organization in Azure DevOps

I'm trying to create an organization in Azure DevOps, but I'm receiving the following error message:

“Creating organizations is restricted in your organization. Contact your organization admin for more details.”

I am a global admin on the tenant and have full permissions, so I’m unsure why this is happening. Could someone please assist me in resolving this issue?

The error message you are encountering indicates that the creation of new organizations is restricted within your Azure DevOps environment. This restriction is typically enforced by a policy set at the Microsoft Entra ID level. Even if you are a global admin, the policy may still prevent you from creating new organizations unless you are on an allowlist or the policy is disabled.

To resolve this issue, you should check the following:

1. Contact your organization administrator: They may have enabled the Microsoft Entra tenant policy that restricts organization creation.
2. Review the policy settings: If you have access, sign in to your organization and check the Organization settings under Microsoft Entra ID to see if the policy is enabled. If it is, you can turn it off or modify the allowlist to include your account.
