Download the SQL Server 2016 SP3 installation package from Microsoft Batch Licensing Center, and after installation, generate a file similar to the one shown in the above picture. Is this normal? thanks

I agree with Olaf. This looks suspicious to me. Nor have I heard of Microsoft Batch Licensing Center before, but may that is a mistranslation for Microsoft Volume Licensing Center. Or you were lured to go the wrong place...
