Background: When I report a question, an activity appears as "You made an edit" with the title of the question and a link to it - see the screenshot for an example.
However, in some cases, this is the title where the spam is. See the screenshot below for an example.
In this case, the title of the reported question is still publicly visible - it continues to provide the spam.
As a solution, maybe we can change the title of these spams to something else, or make the deleted question activity visible only to moderators to avoid this.

You make a good point. A key mitigating factor is your profile page isn't indexed by search engines, which means the entry will only be seen by someone that visits your profile within 30 days. After 30 days it will no longer be visible.
A related issue is once the spam post has been seen on question list page by a search engine it will generally stay in the search engine until it is requested to be removed, even after it has been deleted on Q & A. This is what the scammers/spammers rely on.
I propose that new questions are only visible to users that are signed in to Q & A for x hours after creation, to give time for spam to be removed. In this way these types of scam/spam messages would rarely show up in public search engines and thus remove incentive to post them.
