Identity validation stuck in 'Action Required'

I created a new Trusted signing account. And created a 'New Identity'. I also got an action required email. When I click on 'Complete Identity validation' and scan the QR code in microsoft authenticator app, it errors out with 'You have to add verified Id first and try again'. This is in the authenticator app.

Now on the azure site above the QR code, it says 'No attempts remaining. Please present your VC using the QR code above or contact your provider for assistance.'

What are my options?
