For P2S connections where a DNS forwarder is necessary to resolve internal Azure resources do I still need to deploy a VM as a DNS Forwarder within the Virtual WAN

    Yes, for resolving Azure hostnames from on-premise you need to forward queries to a customer-managed DNS proxy server in the corresponding virtual network, the proxy server forwards queries to Azure for resolution. Please see Name resolution using your own DNS server. Hope this helps.
