The documentation calls out that only the "Set content approval status" action is available to Sharepoint 2019: https://learn.microsoft.com/en-us/connectors/sharepointonline/#set-content-approval-status
I have reached out to the Connector team for an affirmative answer and will update you here once I hear back from them.
UPDATE from Connector team: At this time, Sharepoint connector supports Sharepoint 2019 server with limited functionality. Documentation will be updated soon to provide further clarity on the specific operations that are supported.
