MS Project Resource Assignment Imports Are Not Working !!!! I've Done Them Tons of Times Before.

So, I am venting and asking for help at the same time.  I have such a hard time importing resource assignments into MS Project sometimes.  I try different combinations.  I try formatting as text.  I try used Unique ID as the key.  I try using the Resource or Resource ID as the key.  Sometimes I do the EXACT same thing and it works one time whereas it didn't before.  Other times when I import it renames the whole file that I am merging into as the name of the file I am trying to import.  It is so @#%@#^% cludgy!  I hate it.  Any ideas?  The problem is that I get NO ERROR messages at all, so you are left wondering WTH is wrong because it looks fine on the previews screen.  One time it was too many decimal places in the hours.  It's all kinds of **** that you just don't knwo what the issue is.  I need to have some data uploaded by morning and I cannot get labor resources or cost resource assignments to load.  I even ripped out all of the old assignments, renamed them the same thing and tried to start from scratch.  Nothing.  NO errors, but no data either.

    Thanks so much.  The data is private but there is a code pseudonym to the project and everything is so out of context that nothing will mean anything to anyone.

    Meanwhile, as you said that there are no error messages when importing the Excel file, to clarify the whole process of the issue, could you use PowerPoint 2016 to record a video showing the issue? If the video can’t be shared publicly, I’d like you to provide the video link in the private message for us to get it for troubleshooting. If it can be shared publicly, just provide the link here.

    I also tried to delete all % Completes that may have been making the tasks appear inactive.  This a replanning exercise.  I may delete the actual/start finish info as well if I have to.

    I am also using CSV format as that seems a little more reliable, but I am going to see if Excel format works next.  Here is a small sample of the labor upload.

    The above is just a small portion of the data from just one of the uploads I am attempting.  I have thousands of lines to get in there - especially the labor piece.
