Links to Places in Document not working in Web version of Word

On our company SharePoint site, we have a 112-page manual with various links to outside resources and other places within that document. Some users are not able to use the links to other places in the document when working in the Web version, but it works in the Desktop version. I've tried some troubleshooting based on similar issues posted in the community, but nothing has worked. Below are those details - any suggestions would be great!

Web Version

  1. In Viewing mode, the link takes the user to the top of the document, above the table of contents, to the main document header.
  2. In Editing mode, the link takes the user to the top of the document, above the table of contents, to the main document header.

Desktop Version

  1. In View/Read Only, the link takes the user to the correct section of the document, which uses the 'Heading 4' style.
  2. In Editing mode, the link takes the user to the correct section of the document, which uses the 'Heading 4' style.

Troubleshooting Done

  1. Resaved the hyperlink
  2. Verified other hyperlinks to places in the same document using 'Heading 4' style work correctly in the Web version
  3. Verified 'Internet and network paths with hyperlinks' is ticked
  4. Enabled 'All macors' via Trust Center
  5. Completed 'Online Repair for the Installed app 'Microsoft 365 Apps for enterprise - en-us'

    We are sorry to hear that you’re having trouble with links pointing to the wrong location in the document in Word for Web. I understand the inconvenience this causes and apologize for it.

    I go through your post carefully. Per your description, some users have problems when clicking on a link in Word for Web that links to a specific heading/title, and the problem does not occur in other headings/titles where heading style 4 is applied.

    If my understanding conflicts with the situation, please point it out and let us know.

    If I understand correctly, this may be caused by different reasons. I would like to suggest you check the following points for initial troubleshooting. You can share the results with us, which will help us narrow down the problem.

    1. Sometimes it may be a glitch caused by the browser. I recommend you have those users use a different browser, such as Microsoft Edge, Firefox, or Google Chrome, and then check again.
    2. You mentioned that you have resaved the link. I would like to know if you reinserted the link in the Word desktop app or the Word web app. If you have tried this in the Word desktop app, I suggest you reinsert the link in the Word web app and then check again.
    3. I think the problem occurs in a specific Word document. If this is the case, I suggest you duplicate the document in SharePoint and then have the affected users test in the copied document. See if the problem still occurs.
