Auto captions appear but Live Captions is off.

Every time I watch a video I have an auto caption pop up. This happens on hulu, netflix, youtube, and random websites for work. Literally every video. I looked up how to turn it off but it recommended I turn of Live captions. This has never been set up on my computer. How do I stop this?

    Make sure you follow the instruction closely and do NOT disable the Microsoft services.
