Cannot create account due to unusual activity

A few days ago, I tried to make a brand new Microsoft account for my Xbox, but no matter what I tried, it would tell me I couldn't due to "Unusual activity". I tried again today, and I did everything recommended to fix the issue, and I still could not create a new account.
