what is the photo editor for windows XP and windows 7?

I have switched to a mac but i miss the photo editor (crop, improve, etc...) that i used to use with windows. 

Can someone tell me the exact name so i can find and download it?

P.S.) B.T.W....I have downloaded parallels 8...is it in parallels windows 8 somewhere?
