what does "Microsoft Partners" mean? Is it affiliated with Microsoft?

Like many other internet users, I have heard rumors that "iLivid/Bandoo Media" is poison. In my attempts to investigate, I uncovered a website that uses the term "Microsoft Partner," in the heading but, at the foot of the message, claims that the company that created the webpage "owns" the name/logo "Microsoft Partners." What I am trying to establish, for my own peace of mind is, "Does Microsoft Corporation have any actual affiliation with this website, or are they just trying to get me to "bite" on something?

There is an Microsoft Partner program which is worldwide for companies to join and they could get support from Microsoft to use Microsoft Technologies in their business or act as third party(non-Microsoft) consultant:

They are not representing Microsoft , but they will working with Microsoft in some ways. For specific website or company you have to check in Microsoft Partner website to see whether they are Microsoft Partner or not and if they are using Microsoft name to SCAM people , you could report them through Contact Us in Microsoft Partner Network website.
