XP SP3 cant access PC running windows 10

Sounds like a firewall issue.  I don't know what diagnostics you have on XP for this; so it might be a question better asked on an XP forum.  As a guess I would say to try using tracert but that would only be checking ICMP connectivity.  Another possibility would be to use telnet using the port that you need to connect with e.g. perhaps 445.  Telnet would clear the screen if you had a successful connection to that port.

Coincidentally I just learned of a great tool in W10 PowerShell for this:   Test-NetConnection  <remotehost> SMB

but I doubt if you can have it on your XP system.

Otherwise you could try using a Network tracer and again I am not familiar with what all you would have available on XP.  Message Analyzer is what we have on W10 and you might be able to detect inbound requests being blocked with it.  Otherwise on XP I think you might need to use a third-party tool called WireShark.

In fact, I just realized that your symptom description of "can't access" may imply that you can see the remote host, in which case you would have already the necessary connectivity I outlined above and then your probable cause would be some other aspect of security/obscurity.   A network troubleshooter might give you a clue about what is wrong or it might say it couldn't find anything wrong, thus enforcing the security/obscurity.

    Good luck

Personally I'd decommission the Win XP machine.
