So enabling legacy boot should allow other options, and sometimes the functions keys. The function keys are the f keys (f8) so enabling those may allow those keys.
Can you try to turn them both on and try f8 again?

Why in Windows 10 Microsoft has disabled the F8 option for going to safe Mode when booting, as it was in Windows 7, XP, etc. ?? The options in Settings or by msconfig for Safe Mode are useless when the Windows 10 can't load because of some problem.

Yes, there are secure boot and I guess also function key. But as far as I remember, in the Secure Boot there are options about UEFI, Legacy, etc booting. I don't think I saw there any Safe Mode.

To simply boot to Safe mode or open recovery option-reboot your PC three times during boot-It would open Recovery options which offer more options to recover your device
