Windows 10 Updates Fail 0xe0000003

Both the March and April cumulative updates for Windows 10 Version 1909 for x64 based Systems have failed to install on my Dell E7470 laptop with error code 0xe0000003. I can't find any information on this code or how to resolve the issue.
